I bought this for my Oranges Philately collection. However I have no idea what it might be. Can someone familiar with the French language or Algeria postal history educate me, please?
Jeff
I've found several similar on eBay but I am not clear on the use. Similar to Cash on Delivery remittance perhaps?

"Valeurs à recouvrer" means "Monies to recover". The "R Alger - Strasbourg" sticker indicates that this was a registered letter sent from the post office on Rue de Strasbourg in Algiers, as confirmed by the postmark. The sender is "L'écho d'Alger", which is a newspaper name. The letter is going to Mostaganem, a coastal city about 150 km east of Algiers, a little before Oran. I would speculate that the newspaper was using these means to get the post office to act as a debt collector to a subscriber who was late in paying his dues...

Yes, the "Valeurs à Recouvrer" were printed form/envelopes that were used to collect/pay bills through the postal service.

hrdoktorx and khj Thank you for your input. I see these are fairly common in the French area. I found some pages online with descriptions translated from French to English, but I had difficulty in understanding the translation. I think this particular item is a worthy addition to my Oranges Philately collection with the single Algeria citrus stamp. Thanks again, Jeff
