I came across this last night, but don't see it listed as a variant in Scott's or on Colnect. It seems to be missing the last 0. Below is the listed stamp.

Do you have a high powered loupe to check for any residual ink?
In any case, kudos for catching this part missing overprint. Isn’t it exciting to discover an oddity? Thanks for sharing with us here.

No varieties mentioned in Yvert & Tellier or other catalogues checked, even Stampworld (!) So you have missing 0 in the surcharge - more members will pop in - This was a Br colony (Goldcoast) but a 1990 stamp of Ghana René

Even the original overprint stamp is not listed in my Yvert &Tellier Africa catalog. Others from the same set are, though, which means these were probably only semi-official. No mention of missing zeros either.

It looks like a stuttered overprint to me. This occurs when the overprint cylinder slips when printing. In this case, it appears the second "0" after the decimal point was printed almost directly over the first "0" after the decimal point. This is also evidenced by the incomplete ink block obliterating the original denomination. In any case, a good find!
