Felinski County (Lett. Viljandi apriņķis; ect. Fellinsche Kreis) — the administrative unit of Livland province of the Russian Empire, then Estonia, which existed in 1745-1920. The center is the town of Fallin. Thank you, Kosmo. I stand corrected for the present-day location (Estonia, instead of Latvia). The postmark should be therefore that of Fellin. the center of the county (uezd).

The first (non-denominated) Soviet postal card, issued December 1923 "exclusively for domestic use", cancelled on POSHT. 177 VAG. (cds of TPO Voronezh-Kiev postal wagon) and addressed to Stalino (“bilingual” Russian/Ukrainian cancellation of 2/5). Stalino is present-day Donetsk. The TPO cds is a rare type of Ukrainian PW dated cancelers without the names of the route terminals, applied at the end of the 1920’s on some routes. The card is the message half of a 3+3k double card.

I was thinking exactly the same, quite a cool piece of postal history: Mixed franking on top of each other used for up-rating a "foreign" postal stationary. Nice!! Does anybody know for how long Russian stamps were valid for postage in Ukraine? I am not aware if there was an official date of withdrawal/invalidation of the Soviet stamps. However, by late 1993 the galloping inflation would have made the old Soviet stamps (with denominations of only up to 5 rubles) impractical for use. The domestic letter rate jumped from 9 krb in June 1993 to 27 krb in mid-September to 100 krb in December.

Cover from Erivan, Armenia, Soviet Union to Riga, Latvia. Franked at 40k with definitives: this might be payment for the higher (!) domestic rate (40k compared to the 35k international rate). The registration label is in the English language, perfed on 3 sides, with a black border and a pre-printed number. The original purpose of this label might be different from its use for a registered letter here as suggested by the following facts: a) the “R” notation is written-in by hand and b) the pre-printed number is crossed out and replaced in handwriting by the appropriate registration number.

7 kopecks Soviet PSE used after the dissolution of the Soviet Union in Ukraine from Kharkov to Kiev. A circular "Ukraine Post 93k" meter stamp was used to supplement the PSE's indicium for the 1 karbovanets rate. The PSE commemorates the 60th anniversary of the tractor plant in Kharkov.
