Jeff,
The note in the Scott Specialized for 5L1 indicates that it "has been extensively reprinted in several colors, distinguishable by the rust marks on the plate, which were mostly removed from the margins and gutters between the stamps but remain within the stamp designs."
The 2013 CV for the 2d printing (thin paper) was unused $7.50 and used $35. First printing (thick paper) CVs were $35 unused and $50 used.

I really don't care too much for cat values and this is in obvious poor condition so I knew it was about worthless but the ID is very helpful indeed! so 5L1 then?

Djibouti. Began life as a Naval Coaling station during the industrial revolution, Prior to this, the French had to buy coal from the English at Aden. A free port, and the terminus of the only rail from across the Abyssinian Plateau.
Always intrigues me, on how, and why they competed with Obock, another coaling station.

According to Scott, the Czechoslovak National Council had the Czech scouts maintain a delivery service, a "local post" in Prague during the first weeks of independence November 7-25, 1918, and two local official stamps were printed for that purpose. They were on grayish paper (as your example)- a later reprint was on white paper for sale to collectors. 1918 Local Official Scott OL2 20h bright carmine "Coat of Arms"

Right! No functioning government- indeed sad. Well, the stamp may have an image of an African elephant, but your acumen deserves at least a pic of a Benadir goat.
