Yes, it's Siberian 4. Electricity is shaky here, too. The President has declared us a disaster area, and our morning paper showed 100+ power trucks arriving from Alabama to put us right. The South has finally arisen. Shocking.

Color was throwing me off. Couldn't decide if the stamp was yellow green or blue green. But you can also see the heavy, colored outline around the lions, which Scott lists as another identifying characteristic of the J12 redrawn issue.

The outline around the design, and then the heavier vertical lines down the left and right sides, are more noticeable once you know what to look for. The back of the lion's head is one good place to look:

Three paper choices, but the color (not pale) rules out one of them.
Looks like the first issue from 1895, on granite paper. Warm?

What are those red fibers in the paper? Would that indicate granite or laid paper?

Typically, thin parallel ridges indicate laid paper. (Think corduroy.)
Short little colored fibers are one indication of granite paper.
The third choice for this stamp, white wove, would have an overall even texture.

Serbia Postage Due 1895 Scott J2 blue "Coat of Arms" The best clue was all the threads on the paper- granite paper. Another clue could have been perf. Color certainly can be a clue. But, stamp color variations within an issue, scanners that alter color tint, or monitors that do not give true color,- all make color- especially similar color tints- a difficult variable to evaluate at times. cjd was first across the line.

Armenia 1922 Scott 304 1000r dull blue & pale blue "Peasant" What a wild looking stamp- I knew I had seen it before, and was flipping through the Scott (without success), and then, it came to me.
