Found this on an ebid listing that presumes that the "LC" perfin on the stamp postmarked in Leicester is from "Leicester Council." The seller's description:

Today got off to a slow start; however, it improved with the arrival of my mail carrier. The morning and early afternoon were spent restoring over 240 blurred Photobucket images, including all of those on the 10-page Canada Stamps : General thread (thanks to nikhil for pointing that one out). If you haven't seen that thread in all of its original glory, I encourage you to visit. The good part began when I went to my mailbox and found mailings from both Singapore and Finland, each carrying items for my hometown collection. The Singapore mailing carried two of the Cicero-Berwyn Philatelic Society 1938 exhibition souvenir sheets (my second set). The Finland envelope contained a QSL card from an operator in my home town. The card was postmarked in Cicero, Illinois on March 25, 1935 and the sender's address was less than a block from where I grew up.

Forbin lists it as being issued in 1895 for taxes on consumer goods. I believe your vertically-oriented stamp is #3 in his listing. Forbin's catalog may be accessed online here.

Did no stamping but was able to restore 242 images today. Might have done more but had to stop to watch the Super Bowl.

... Out of curiosity what are your reasons for scanning and saving images of the stamps in your collections? I guess I am wondering if this is something I should or want to do. I find it much easier to look for secret marks, varieties, etc., when the image is magnified on my computer's monitor, rather than looking through a lens. It is also more convenient to have the stamp or cover image readily at hand, if needed to respond to a question here, rather than having to pull it out of the album, binder or box that it resides in to scan it.

I primarily store my worldwide scanned images alphabetically, by country, and then numerically, by catalog number. My U.S. collection follows the same general pattern but contains numerous subject-related folders.

674 blurred images have been restored in the last 3 days. Today, I received a lot of China Clipper covers and an item that I'd won on HipStamp in a giveaway 2 months ago. Some stamping time is long overdue.

During August 1934, the American Philatelic Society held its convention and exhibition in Atlantic City, New Jersey. In conjunction with that event, on August 28, 1934, the U.S. Post Office Department issued an imperforate souvenir sheet featuring six, 3 cent purple stamps depicting Mt. Ranier and mirror Lake (Scott 750). The design of the stamps on this sheet was that used for the 3 cent stamp from the National Parks Year issue that was released on August 3, 1934 (Scott 742).

Eliminated about 100 MB of attachments (i.e., converted Proboards-hosted images into ones on the TSF Image Host), recovered a hand full of Photobucket-blurred images, and removed from view numerous posts rendered useless due to loss of Photobucket deleted images.
We still need your help in identifying the remaining blurred images.

Finding the attachments is not a problem as they are readily identifiable through the manage attachments list in the Admin section.
The problem is in finding the blurred images, which are only identifiable by viewing the posts they reside in.

With regard to the attachments (the small thumbnails you see in the early posts), we now exceed our 200 MB allocation by just over 300 MB. We had been up over 400 MB at the peak so we are making progress, albeit slowly.
It is becoming more difficult to find posts with blurred images so let me repeat the appeal -- if you come across one or more, please send us the link(s).

The Byrd Antarctic Expedition of 1933 saw the issuance of a 3 cent, dark blue, perf. 11 stamp depicting a map of the World on van der Grinten's projection (Scott 733; October 9, 1933). The stamp's design was replicated on an imperforate souvenir sheet issued to commemorate the National Stamp Exhibition held in New York, N.Y. from February 10-18, 1934 (Scott 735: February 10, 1934). Plate number 21187 was used for sheets printed at the exhibition; however, all of those sheets were destroyed.

This "Long May It Wave" label arrived today, tied to a cover with Cicero-Berwyn Philatelic Society corner card that I've added to my hometown collection. The cover was postmarked in 1942. A brief internet search provided no indication as to who may have produced the label.

Welcome to our Forum!
I've adjusted your membership status so you can begin posting elsewhere. Once you clear the 15 day/50 post hurdle you will have access to the Buy, Sell, Trade category.
It is good to see another U.S.- focused collector come on board -- that area of the Forum has seen very little activity lately.
Should you decide to move forward on the APS membership, consider noting that you were sponsored/referred by our Chapter (1591 APS #222596). If/when we receive the $5 referral bonus I'll pass it back to you.
Let me know if you have questions or encounter problems.
p.s., What areas are your daughters interested in?

This post is probably more fitting for inclusion in a "Whatcha Won't Be Stamping" thread. I won the below cover at auction before the start of the new year and it has not arrived. The cover would have been a very welcome addition to my hometown collection. Sadly, it appears to have been lost in the mail.

A World's Fair was held in Chicago, Illinois, from 1933 to 1934, to commemorate that city's centennial. The fair was named "A Century of Progress International Exposition." On May 25, 1933, the U.S. Post Office Department issued two stamps to celebrate the exposition: a 1 cent green stamp depicting the restoration of Fort Dearborn (a pioneer outpost on the site of the city), and a 3 cent violet stamp featuring the new art deco Federal Building in Chicago (Scott 728 and 729, respectively). The American Philatelic Society held its convention and philatelic exhibition in Chicago during 1933. In compliment to that event, two imperforate souvenir sheets of 25 subjects each, replicating the Century of Progress issue designs, were issued under authority of Postmaster General Farley on August 25, 1933 (Scott 730 and 731).

Quite a few members have joined our Forum since this thread was created so I'd like to give it a bump in the hope that others will add to it. Here is another example of Scott 630, the 25 cent, carmine rose, pane of 25 issued on October 18, 1926 at the United States' first international philatelic exhibition. I waited a long time before being able to add this to my collection.

For some time now, Londonbus1 and I have been working to recover as many of the blurred/blocked Photobucket images as is possible before they are no longer recoverable. To help us in this undertaking, I'm asking all members who previously used Photobucket as their image host, to review their prior posts and either replace any blocked images or send me the link to the post(s) and I will try to replace them. For the broader membership, if you happen across any of the blocked images, please send me links to the posts or threads in which they reside. The images that are still recoverable look like the one that follows. We need to act quickly on this as, at some point, Photobucket appears to remove the images from their servers and they are replaced by the image that follows. We have many posts that no longer provide value without their images. We will work to eliminate these, as time permits, but the immediate priority is to recover as many blocked images as is possible before they become lost forever.
